Refl_gui Improvements - Remove settings.xml file.

Description
The settings.xml is doing something that ICAT is already doing. See http://www.mantidproject.org/Catalog_Search where the "replacement" field is used.
- Remove the need for the settings.xml file by using the information in faciltlities.xml instead (see link)
- Check it works as expected on all platforms
- Remove the settings.xml file and any associated python code or modules. Get things nice and clean.
- Update the reflectometry gui wiki documentation to reflect the changes.

We're actually going to ship settings.xml with the next release of mantid with the movement that we're going to query ICAT directly in future thus not needing to write specific functionality to do this within the reflectometry gui.

Although this is invalid for the current release, it's not invalid for the next. This should be put into the backlog and then worked on in the next release?

To clarify to others: This is relating to the current reflectometry gui that uses a settings.xml file. This was cleared with owen as being invalid. The proposed new gui should not use this settings .xml file at all thus this ticket being worked on in the next release doesn't enter the equation.
