Deactivate instruments without a reduce.py

If a reduce.py isn't found, disable the ability to create variables.
Rather than deactivating the instrument it may be better to show error messages on the instrument page and queue runs until variables are available.
For Tester:
- Navigate to: http://datareducedev.isis.cclrc.ac.uk/autoreduce_webapp/runs/#by-experiment
- Verify that LOQ is unclickable
- Navigate to: http://datareducedev.isis.cclrc.ac.uk/autoreduce_webapp/instrument/LOQ
- Verify that the instrument is not active.
