Re-enable PeakViewer via button on SliceViewer

Description
We should be able to access the PeaksOverlays in the following way.
- Drag and drop
- Button on the SliceViewer
- Menu option under View
To fix this ill removed the toggle behaviour, as tracking the state is what makes this fragile.
This feature has been asked for by Vickie and Christina.

Tester. You should now be able to introduce peaks workspaces into the SliceViewer by:
- drag-drop
- Peaks overlay button
- Menu option (under view)
You should be able to mix-and-match between all three.
Contact me if you need test data to help out with the verification of this.
