Description
Convert to Python/C== on a case by case basis so they will be available on all Mantid platforms, document as you go.

The cylabs code will not need converted as it already in the process of being made redundant by other absorption correction algorithms.

After discussion with Spencer about this actually converting the existing Fortran code would have a very low effort to benefit ratio, an alternative option may be to replace the use for Fortran with an equivalent tool already in Mantid (for example, FABADA should be able to replace the routine behind Quasi) (this overlaps with #11241 somewhat).
Spencer and I are planning to have a look at ResNorm first as this is probably the simplest of the existing Fortran to see how feasible/beneficial this actually is.
Batch modify all SSC tickets to critical priority (this will also show up as an update for all those already as critical)
