Create workflow to be able to run newly created system tests before pushing system test data

Description

I have just created a system test and need to verify that it works properly by comparing it to a reference file. I want to make sure that things work and there might be a change to the file in the coming days, hence I wouldn't want to push the file to the repository.

We should probably have some sort of workflow in place how one can run and develop system tests without having to commit the system test data.
