Clean up Last_modified date from instrument definition files

Description

This is a follow on from #11569, but cannot be done at the same time as IDF's go out instantly and this will need the code changes to have occured.

  1. Change the IDF files to remove the last modified date
  2. Change the concepts docs that mention this
  3. Make sure the SNS IDF generator scripts no longer include this

regex to help with step 1 is 

\s+last-modified=".+"\s*

(In #11569) Changes to IDF#s cannot happen until the code is in place as updates to the IDFs would go out immediately.
