Description

Add functionality to download files from ICAT. Files should be taken from the local archive if that is available, otherwise downloaded over the internet.

Checks out OK, so long as the ICat back-end (out of our control) is behaving (if remote - correctly fetches from archive if local). Some minor issues will go in a ticket for the next iteration.
