Make TimeSplitter files and functions in Kernel namespace

Description

Put supporting functions for creating splitters in a separate file. They are in DateAndTime.h for now.

(In [6265]) Refs #1664 and #1661. Made a separate TimeSplitter file and added a SplittingInterval class. Added a line with the number of events in the GUI, for event workspaces.

(In [6525]) Refs #1664: Operators for the TimeSplitterType objects can combine splitters and filters. AND and OR operators complete, two more to go.
