LoadEventPreNeXus errors out for old files

Description

When trying to load an event file with old pulseid, the algorithm will halt if the pulseid is of the old format even if it wasn't requested. Change this so if the file was found and not requested it will just load without a pulseid file.

(In [6885]) Added forgiveness for the pulseid file if the user didn't ask for it. Fixes #1758.

Yes: Test/Data/sns_event_prenexus/SEQ_694/SEQ_694_neutron_event.dat.

Tested with and without a pulse file. All seems fine.
