Load monitors via LoadSNSEventNeXus

Description

The datahandling algorithm LoadSNSEventNeXus should use the algorithm specified in #1759 to load the monitors from the file. Loading the monitors should be made optional.

(In [7038]) Adding monitor loading capability to event Nexus reader. This refs #1760.

Work is done. Any SNS event NeXus file with monitors will produce a monitor workspace if requested.

Loaded monitors workspace when checked for SNAP. Did not load when unchecked.
