Modify ConvertUnits to do the right thing for monitor spectra

Description

ConvertUnits doesn't treat monitor spectra correctly. In the conversion, it uses L1+L2 (as for a regular detector) whereas it should just use the source-monitor distance.

(In [1476]) Modified ConvertUnits to deal with monitors correctly. Also added an option to rebin the output workspace so that it has common bins across the spectra. Re #266.
