Add X error clumn to workspace and error to axes

Description

Add a fourth column to matrix workspace to hold the error on X.

Also, add errors to axes.

(In [12197]) Remove unused setX methods added solely for completeness/consistency. They were hidden in the 'managed' sub-classes (as highlighted by the Intel compiler), and would have done the wrong thing if they weren't. Re #2796.
