No way to specify efixed for ConvertSpectrumAxis

Description

If you try to run ConvertSpectrumAxis with a target of Energy Transfer with data that does not have an efixed stored in it, then the algorithm fails with the message: 

Error in execution of algorithm ConvertSpectrumAxis:
efixed must be set for energy transfer calculation

But there is no way to enter this in the algorithm.

Refs #3269 I have included the option Efixed as a parameter when calling the algorithm ConvertSpectrumAxis because there was no way of specifying this before. I have updated the test files to take this new parameter into account.
