As MD workspace does not currently have partial hdd-residental implementation there are currently no possibility to write horace reader for it.

Partial hdd-residential implementation for MD workspaces needs substantial redesign of MDevent workspace. After this work is done and the procedures of working with such workspace is clear, attaching horace reader to it would be trivial, but it is just useless without it.

re #3314. Need to be able to build-up Dimension info in same way that DimensionDescription does, but overall dimension construction must be atomic. Builder satisfies this requirement.

re #3314. First pass reader. Note that there are some issues here to iron-out, but does generate MDEventWS. Consider moving to DataHandling?

Loaded "test_horace_reader.sqw" into both Mantid and Vates - seems to work fine.

Testing completed.
