SANS: Increase the number of tests for the functionality

Description

there should be Python unit tests to test all main functions in ISISCommandInterface. The SANS (LOQ and SANS2D) system tests should be descriptive of the most major things they test.

Refs #3325. Remove some commented code. This is actually just to get the PythonAPI + tests to build again so that it will copy over fresh Python unit tests.
