SaveIsawPeaks: Make sure the right experiment date is saved so it finds the right instrument

Description

Right now, the wrong instrument file is loaded since the date is ignored. Example: TOPAZ 2010 vs 2011 definition

Turns out the problem is in SaveIsawPeaks, not the loading. Refs #3521

Fixes #3525. Fixes #3523. Fixed problem carrying the valid from/to date in an instrument. This fixes saving the ISAW peaks to give the right date. Also, added details to the MantidDock for valid workspaces.
