SANS: Don't use monitor 4 to cal neutron background level

Description

Contrary to the other SANS2D monitor the new-ish monitor 4 contain counts for all times and no part of this monitor can be used to calculate background neutron count level.

Currently either all or none of the monitors are used for this.

Add user command along the lines of

BACK/M4/OFF

To switch this off for monitor 4.

To test e.g. add BACK/M1/OFF to systemtests\Data\LOQ\MASK.094AA after BACK/MON/TIMES 31000 39000 and run systemtest LOQTransFitWorkspace2D, which should then fail

Adding the requested line to the specified file does make the test crash.

That should be test fail not crash!
