Warning message on loading event files with potentially corrupt pulse times

Description

In a meeting earlier this week it was agreed that TS would stop trying to 'fix' broken pulse times and just pass along the ones it was given by the DAS. Since the DAS has been known to give bad pulse time information, print a warning message when loading event nexus files with potentially corrupt pulse information.

Fixes #3631: Added warnings if any pulse time < 1991 or any TOF < 0. Note to tester: a lot of old event NXS files have bad pulse times, e.g. NOMAD run 629. Haven't found a run with negative TOF.
