Generate one offset workspace from two SNAP calibrations

Description

As SNAP has two independently moving detectors they will have calibration files for each detector separately. Create a new algorithm that loads two calbration files (one for each side) with the files being called "EastFilename" and WestFilename" with an output workspace and a way of specifying the instrument geometry.
