Better error reporting when orbiter is down

Description

Orbiter is currently down and Mantid is not reporting it in a way that people will see. Catch the connection refused exception special.

Tricky to test for this specific exception, but I'm reliably informed that it has been seen working and the code looks fine. There are some issues with the ArchiveSearch in other exceptional situations that are described in new ticket #3748.
