UserAlgorithms do not build anymore with the installed version

Description

When installed the build script cannot find napi.h and PocoXML.lib.

The installer simply doesn't ship them.

I recently downloaded the latest version of Mantid (1.30.14442) and am having trouble building the ‘UserAlgorithms’ with the build script terminating with the link error ‘cannot open file ‘PocoXML.lib’’.

Uninstalled MantidPlot and reinstalled win64 2011-09-20 version from download page and all useralgorithms build
