Test the UserAlgorithm build script with the system tests

Description

We currently have no test for the UserAlgorithms build script that gets shipped with the installer.

It intermittently falls over and we only discover this when a user points it out. It would be better if we discovered it ourselves.

As it requires and installed version of Mantid we could add it as part of the system testing step
