PeakPickerTool is associated with a plot when the data analysis tab is clicked

Description
The PeakPickerTool should only be associated with a plot once the data analysis tab has been clicked or another workspace is selected.
(Option to change workspace located on data analysis tab anyway).
If the user clicks off of the tab then the PeakPickerTool should remain associated with that plot.

We now think it would be better for the Muon Scientists if we only associate the PeakPickerTool when the user is on the data analysis tab. This will cut down on confusion because it is the only place where it is useful.
