Make it possible to change the instrument on a workspace

Description

Basically need to be able to run LoadInstrument again with a different definition file. At present, trying to do this fails.

(In [1879]) Can now re-run LoadInstrument to change the instrument definition attached to a workspace. Re #385.

(In [1881]) Prevent LoadInstrument failing too quickly if instrument definition file doesn't exist. LoadRaw relies on it's behaviour to know whether to call LoadInstrumentFromRaw. Re #385.
