Refactor BinToMDHistoWorkspace so that it inherits from a base class

Description

... called SlicingAlgorithm that will keep some common things to slicing/rebinning. I will reuse this class in #3859

Does indeed inherit from baseclass SlicingAlgorithm, as does SliceMD. Functionlity still working exactly as expected, although BinToHistoWorkspace is now depreciated in favour of BinMD.
