(In [2005]) Rebin modified so that we don't end up with silly little bins at the end of the rebinned range - if last bin is less than 25% of the width of the penultimate one then the two are combined. RebinPreserveValue changed so that the value is scaled appropriately if only part of the new bin overlaps with the single input bin. Re #397.
