Add Muon fitting function GausOsc

Description

In the same way ExpDecayOsc was added please add the attached Muon fitting function.

A seperate ticket will be created for adding analytical derivatives for this fitting function.

No attachment found. I actually only need the functionMW part to explain the function.

I'll assume the function is the sames as for GausDecay, but multiplied by the Cosine part of ExpDecayOsc.

Oustanding issues are getting the fit algorithm to return Sigma and Phi in appropriate ranges. These are in tickets #4858 amd #4879.

Fitting function is found in Mantid and can be used.
