"Send To" list of current programs fails to update unless Mantid is restarted.

To reproduce:

  • Add a program via the Send To tab in the Mantid section of preferences.
  • Delete the program, along with the "SansView" entry, which is generated automatically on install.
  • Click "Apply", then "Okay".
  • Open the Send To tab again. Both will have reappeared, but with no entries in the editable fields.
  • Restart Mantid, and the user created program will have disappeared, but the SansView program will still be listed. Again, it has no values in its editable fields.

I suppose this should properly be tested when #7439 is fixed, so I'll sit on it for a while at least.
