Disable buttons in StandardView for PeaksWorkspace

Description

Datasets derived from a PeaksWorkspace should cause the rebin and cut buttons in the standard view to be disabled. Otherwise, the rebin button causes an exception and crash and the cut does nothing.

To test, load a peaks file or workspace into the simple interface and check that both the Rebin and Cut buttons are disabled.

This works as advertised but see #4668 for a segfault I ran into.
