Check Vesuvio Instrument Definition

Description

Currently, the instrument view of a Vesuvio run shows detectors that seem to be in the wrong position. This seems like it could be due to the instrument def file being incorrect.

The positions of detectors in the instrument view are a result of a calibration, and so in reality dont necessarily match the actual physical position of detectors.

Further work on Vesuvio, including conversion of TFitD on #4513, will have to take into account the fact that the instrument "definition" changes over time, and so different runs will need different IDFs.

So, for our purposes, the current state of the IDF is "correct".
