ARGUS zero padding was incorrect

New tags for BASIS, CNCS, SEQUOIA, ARCS and VISION. ARGUS zero padding fixed

Confirmed that ARGUS zero padding is 7 (was 8), techniques for BASIS, CNCS, SEQUOIA, ARCS and VISION contain Neutron Diffraction.
