SANS: Horizontal line missting in when display masking

Description

This ticket should not be completed before #2785

Load e.g. sans2D run 9672.

Then display masking. A 'step' should appear in horiental line. Richard/Steve though this might be done to number of monitor offset or along those lines.

Fixed display masking in isis sans gui. re #5044

Here fixed a problem where display masking is out by 4 spectra, which had various side effect like missing horizontal lines
