Refs #5059 point to the right folder for choosing colormaps.
Added an entry in configservice. Harmonized the 'pick a color map' dialogs to one method.

Works ok on linux.
Mac: Seems to go to the directory I just loaded the data file from.
Windows: goes to C:\MantidInstall

Works for mac. Tester: please try on windows and make a new ticket for next iteration if it does not work...

Something funny still happening on Windows... I ran LoadEmptyInstrument() then opened the instrument view, and then changed the colourmap and it opened in the C:\ directory!
Closing this ticket, and created #5249 for the Windows issue...
