Logos missing from 'About MantidPlot' panel on Windows install

Description

This is following the switch to CPack/NSIS for the windows installer.

We've seen this before elsewhere (#2451). It's because the plugin to render gif images is not being picked up. In this case, it looks to be because the wrong qt.conf (that needs to point to the plugin libraries) is being installed - it's taking the one from 3rdparty when the one we want is in Installers/WinInstaller
