Windows Folder Shortcuts

Description

If possible, we should get a MantidPlot shortcut into the Mantid folder as it appears on the windows applications menu. Currently only the uninstall.exe lives in this menu.

This has been done against ticket #5259.

On windows should now be able to go Start -> All Programs -> Mantid and find a MantidPlot shortcut alongside the uninstall.exe

I think ticket #5273 was the one where this was fixed. I'm going to change the resolution to 'duplicate', which will mean reopening the ticket briefly.
