proton_charge_by_period for ISIS Raw

Description
To fix #5576, we had to bring in a new synthetic log called proton_charge_by_period. For data loaded from ISIS Nexus files, this was easily achieved, because the necessary array was available under the periods group. The same log needs to be made available via data loaded from ISIS Raw files. Freddie, thinks that this is possible, but will require some internal calculations.

Will change to wontfix resolution after passing.
While we could do this for RAW files it is not worth the time rquired at the moment as it has not been requested by users. All known users of this information use nexus files in preferences to RAW files.
