Description
Take the functionality from the ReflectometryISIS system test script and create a general script from it. This should make it much easier to work in a collaborative fashion with the Reflectometry scientists to build their processing into Mantid.

refs #5780 made script called Quick.
As this is consistent with the name used for Reflectometry reduction at ISIS.

This ticket has been transferred to github issue 6626
I should also mention, that several members of the reflectometry group have requested this, so I'm treating it as quite high priority work for the next release.
