Instrument vtp files are no longer named after the file

Description
The instrument .vtp cache files are no longer named after the filename (if one exists) but the instrument instead. This could (admittedly probably unlikely) lead to an inconsistency if an old IDF was loaded where a newer cache file exists.

When I run LoadEmptyInstrument on a locally stored IDF file without a corresponding VTP file, it creates VTP file with the same name as the IDF file, except for file type suffix. I used IDF files that were not merely INST_definition.xml .
