Description
Wish has a new panel.
update the IDF for this panel and set the from date in such a ways that the old and new IDFs can co-exist.

Tester: To test this working. Load up 22438 and 22439. 22439 is the first run that Pascal wants the new IDF to apply to.
Expanding both workspaces in the workspace list you should see that the instrument dates are different, with no intersection between the two.
Opening both workspaces in the Instrument view, you should see that there is an extra panel in 22439 compared to 22438.

Loading the files and viewing the instrument tree, shows that the instrument in run 22439 has a 6th panel called panel10 and the instrument in run 22438 does nor have such a panel.
Expanding the workspaces in the workspace panel reveals that the IDF for 22438 expired on 26 sep 2012 and the IDF of 22439 started at this this date.
Note that it is no longer necessary for IDFs to have non-overlapping date ranges, but just differing start dates. If an overlap occurs, the later starting IDF will take precedence.
