Mock-up a PeaksOverlays control widget for SliceViewer

Description
In a similar way to the SliceViewer's LineViewer. We need to be able to manage the peak overlays. Would be much better to mock-up this feature and pass it by Nick and Pascal before coding anything.
Output should be a Balsamiq mock-up, which has been reviewed and approved.

Design meeting held and updates made to the MockUp. Furthermore, the concept of the PeakOverlay tab has been approved for development. The next stages will be to prototype the GUI additions and allow users at both facilities to try them out. Need to make sure you take into account view of both the SNS and ISIS as part of #6271.
Tester: (Probably best being Nick Draper). Check the mock up reflects the development we actually want to undertake.
