Update and Add Group rotation feature to SCDCalibratePanels

Description

-The SaveDetCal now saves ALL the panels, not just the ones used. -When algorithm is rerun, there is now a lot of error messages because the old output is not removed. -Default option for no preprocessing -Check grouping option. A bad lexical cast occured NEW -When panels are grouped, rotate every member of the group about the center of the instrument -Incorporate sample offsets to get better results.

Refs #6339. Fixed several tasks. One is left

The problem with writing and reading the DetCal file for new TOPAZ runs may be fixed by others.

Rotations now rotate the center of the panel, not only the orientation of the panel.

The algorithm now removes previous output tables so they do not clash( with a LOT of warning pop ups) with the new output table.

Groups for grouping can now have commas separating the groups.

The optimizing for the sample offset still has to be done

Refs #6339 Incorporated sample shifting

LoadIsawPeaks used several methods from the calibration routines. Sample shifting caused a signature to change.

Calibrated TOPAZ peaks with small changes to detectors, saved results of all detecotrs to DetCal file, read DetCal file, and applied to instrument.
