More work on the run_start property

Description

Ticket #6421 removes the requirement for always having a value for run_start, so remove the code that inserted a 'fake' value if we weren't actually in a run.

Don't set the value for run_start until we actually receive...

OK. I saw some comments about removing properties as a way of changing the value. If that's necessary in future we should facilitate it by adding a method to TimeSeriesProperty.
