Make doxygen log format configurable. Refs #6582

A slightly different style in Visual Studio makes its error parsers understand the format.

Tester: The doxygen warning format is now configurable via the cmake gui under the DOXY_WARN_FORMAT variable. Check this appears there. The defaults for Visual Studio should allow its warning parsers to interpret them and put links to the code, please check this works following the instructions here: http://www.mantidproject.org/Doxygen_Setup

It worked as described. great! Now, it is easier to solve doxygen issues.
