Add normalization to BASISReduction

Description

The BASIS team has requested that the ability to do normalization (vanadium) be added to the BASISReduction} algorithm.

Refs #6634. First cut at adding normalization.

To test:

Use run 23033 for the sample and run 22447 for the vanadium (norm).

It seems to work - I noticed that the output in the *_sqw workspace seems a little strange - but it is consistent with the version of this algorithm before these changes.
