QtAssistant doesn't work with Windows packaging

Description

The problem is that the configuration subdirectory can't be found from CPack. The solution is to generate the files outside of bin and copy to bin so that the development builds can still see the functionaility without have the code scourer the hdd for the correct files. The dev builds are at least slightly close to reality then.

Also, the sqldriver Qt plugin is not being shipped and is now required.
