Add scl enable to rhel6 launch of qt-assistant

Description

The newer version of qt-assistant has several bugs fixed over the system version. If it is found use it. 

$ scl enable mantidlibs "which assistant-qt4"
/opt/rh/mantidlibs/root/usr/bin/assistant-qt4

The "scl enable" version of the command, when run as a QProcess, no longer brings up the help system. Rather than trying to solve the problem I'm just going to not fix it since it was an enhancement rather than a bug.

Changes to cleanup the code are done in #7166.
