OpenGL Issue

Description
On the instrument view, if the use OpenGL option is NOT selected the 3D view should be greyed-out and disabled. This has caused Pascal some confusion.
There should also be a section added to the wiki page for the instrument view explaining why this option has been greyed-out.

I tested this on RHEL6. The "Full 3D" option is properly disabled and one of the other views is selected by default.
There is a bug where the currently selected view/projection is not properly listed in the drop-down. Instead, it is whatever was first selected. This occurs whether using OpenGL or not.

Fix the bug and prevent scripts switching to 3D if OpneGL is off.

from combobox to a push button with a menu. This let me enable and disable the 'full 3d' option depending on the value of Use OpenGL. Re #7538
