Description

Extend algorithm in #7613 to accept an InOutWorkspace, where if it is defined the gsas parameters are applied to this workspace.

Here also make the OutputFile optional if InOutWorkspace is defined

Verify that the BANK row has numbers 1 and 3 when the two bank file is loaded.
