DGS reduction has api v1 option

Description

DGS reduction and SANSReduction have option to use old API. It does not do anything for DGSReduction. Not sure for SANS. Since api v1 is going away, the option should go away as well.

To test:

  • Start the DGS Reduction UI and check that the API v1 option is no longer in the Tools menu.
  • Start the ORNL SANS UI and check that the API v1 option is no longer in the Tools menu.
  • SANS reduction depended on this option to decide how to generate the reduction script, so make sure to test the EQSANS reduction through the UI.
