Create a data storage format for instrument data

Description

We need a defined format as to how we will save and load the geometry and status information of the instrument.

This will need input from Stuart and Laurent - for knowledge of the geometry tree and required properties Freddie - For how nexus stores this data

Note on commit 793 a first iteration of a instrument XML definition file was committed; specifically made to substitute existing instrument description in LoadInstrument. However, manage to commit this file without making reference to this ticket hence the reason for this comment.
